The program is modeled after the Arbor Day Foundations Tree City USA program with the following goal. If a community meets 7 of these criteria and at least one criteria per category it is eligible for Bird. Bird City Wisconsin has established a total of 22 criteria across five categories including habitat creation and protection community forest management limiting hazards public education and recognizing International Migratory Bird Day. As of 2019 there are 109 Wisconsin communities that fly the Bird City flag over there organizations.
